65% of HR Decision-Makers Say Power is Shifting Back to Employers

A new survey finds that 65% of HR decision-makers believe power is shifting back to employers. What does this mean for hiring, retention & AI in 2025?

A striking 65% of HR decision-makers believe in shifting back to employers, according to a newly released study by Isolved. The report, which surveyed over 2,000 HR leaders, highlights a transformation in workplace dynamics, with cost-saving strategies, operational efficiencies, and AI integration at the forefront of HR priorities in 2025.

AI and Automation Reshaping HR Strategies

With workforce trends evolving, technology is reshaping HR functions. The report found that 69% of HR leaders use AI for payroll, recruitment, and data analytics. Additionally, 64% expect AI to positively impact their department, driving more strategic and business-oriented decision-making.

Hiring Challenges Persist, Despite Employer Advantage

Despite the power shift, hiring remains a top concern. Nearly 69% of HR leaders anticipate continued hiring challenges in 2025, with 48% identifying a widening skills gap in the workforce. This gap, often self-inflicted by rapid technological advancements and evolving job roles, is making HR teams rethink talent acquisition strategies.

Employee Experience Still a Priority

While employers may be regaining control, HR leaders understand the importance of maintaining a positive employee experience. According to the report, 33% of decision-makers say improving employee experience remains a key focus. Organizations that fail to provide a compelling workplace culture risk losing top talent, even in a shifting power dynamic.

The Future of HR: Strategic and Data-Driven

HR is an administrative function. The report highlights that 94% of HR leaders now view their role as a key business driver, a significant jump from just 70% in 2022. This reflects an industry-wide shift towards data-driven workforce management and strategic HR leadership.

As power dynamics evolve, HR leaders must balance business objectives with employee engagement. The ability to harness AI, close skills gaps, and create a culture of inclusivity will determine which organizations thrive in the new era of workforce management.
